For nearly a century, the Minnesota State Patrol operated from facilities originally built for other state agencies. As operational demands evolved, those facilities no longer supported the level of coordination, security, training, and evidence management required of a modern public safety organization.
LEO A DALY partnered with the Minnesota Department of Public Safety and Minnesota State Patrol to first conduct a comprehensive predesign study evaluating six State Patrol district facilities throughout the Minneapolis-St. Paul metropolitan area. The study established a vision for consolidating operations into a centralized headquarters that would improve communication, collaboration, security, and response throughout the region.
Building on that foundation, LEO A DALY provided full design services for the new 117,000-square-foot Minnesota State Patrol Headquarters in Roseville, Minnesota. The facility brings together district leadership, administrative functions, evidence and property management, training environments, wellness amenities, and tactical operations spaces within a secure, purpose-built environment designed specifically to support the agency's mission.
The headquarters incorporates evidence processing and storage areas, classrooms and training facilities, emergency operations capabilities, secure vehicle accommodations, and advanced security infrastructure that support operational readiness and efficient workflows. By centralizing critical functions, the facility reduces travel time for personnel, strengthens chain-of-custody procedures, and enhances coordination across the Twin Cities metropolitan area.
Designed for long-term resilience and adaptability, the headquarters also includes ICC 500 storm shelter construction, modern workplace strategies, operational improvements, and provisions for photovoltaic solar power generation. The result is a future-focused public safety facility that strengthens the Minnesota State Patrol's ability to serve communities across the state for decades to come.
