Construction begins on LEO A DALY-designed central Texas VA outpatient clinic
The Copperas Cove clinic will expand access to healthcare across Central Texas
A groundbreaking ceremony is planned for Oct. 8, 2026 for a new Department of Veterans Affairs multi-specialty outpatient clinic in Copperas Cove, Texas. Developed by Cullinan Properties and designed by LEO A DALY, the approximately 256,000 SF facility will expand access to healthcare services for up to 250,000 Veterans across Central Texas. Site work is underway, with completion anticipated in 2028 and the first patients expected in early 2029.
The two-story outpatient center will provide a broad range of services, including primary care, women’s health, outpatient mental health, ambulatory surgery, dental care, imaging, laboratory services, pharmacy, physical therapy, prosthetics, endoscopy, audiology, ophthalmology, sterile processing, whole health programs, and an infusion clinic. Located near Interstate 14 and U.S. Highway 190, the facility will include approximately 247,000 SF of rentable clinical space and more than 1,300 parking spaces, helping improve access to specialty care and reduce travel times for Veterans and their families.

Together, the team is delivering a state-of-the-art ambulatory care facility that reflects the VA’s commitment to providing high-quality, accessible healthcare for the nation’s Veterans.
The team, including developer Cullinen Properties and contractor Hoar Construction, previously delivered the award-winning James A. Haley Veterans' Hospital in Tampa, Florida.
